Performance Max Not Spending Budget? Shopify Troubleshooting Checklist

Troubleshooting a Performance Max campaign that is not spending budget on Shopify

Last updated: September 25, 2026

When a Performance Max campaign will not spend, the cause is almost always one of six things: products are not approved or not eligible in Merchant Center, the listing groups exclude more than you think, the ROAS or CPA target is too aggressive, conversion tracking is broken so Smart Bidding has no signal, the budget is too small for the target, or another campaign is winning the auctions. Check them in that order. The first two account for most cases on Shopify stores, and they have nothing to do with bidding.

This checklist walks through each cause, how to confirm it, and the fix. Work top to bottom and stop when you find the problem.

Is it actually a problem yet?

Troubleshooting flow for a Performance Max campaign that is not spending its budget

Before changing anything, rule out normal behavior. New campaigns need time. Ads and products go through review, which usually finishes within a business day but can take longer. After that, Smart Bidding spends a learning period exploring, and early delivery is often uneven. A campaign that spent little in its first three or four days is not necessarily broken.

It is a problem when any of these are true: the campaign has been live over a week with near-zero impressions, spend dropped suddenly after a change, or the status column shows "Limited" or "Not eligible". Then work through the list.

Step 1: Check account and campaign status

The boring checks first, because they are fast:

Billing. An expired card or failed payment pauses everything. Policy. Look for account-level policy warnings or suspensions. Campaign status. Hover over the status column. "Eligible (Limited)" comes with a reason, and that reason is your answer. Dates and schedule. Check for an end date in the past or a restrictive ad schedule. Location settings. Make sure you are targeting the countries you ship to, and that they match your feed's target country.

Step 2: Check Merchant Center, where most Shopify problems live

PMax can only show Shopping ads for products that are approved in the country you target. Open Merchant Center and go to the product diagnostics:

How many products are approved? If it says 12 approved out of 400, that is your problem. Account-level issues. Misrepresentation suspensions, missing return policy, missing shipping settings or unverified website claims block the whole account. Item-level issues. Price mismatches between the feed and your store, missing GTINs where required, image problems, and policy disapprovals.

Shopify-specific checks: confirm the Google & YouTube app is still connected and syncing, that products are published to the Google channel in Shopify, and that the feed's country and language match the campaign. A store selling in the US and UK needs products approved for each country, not just one.

Step 3: Check your listing groups

Listing groups decide which products the campaign can advertise. A single wrong click can exclude everything.

Open the asset group, go to listing groups, and read the tree carefully. Look for "Everything else" set to excluded, a subdivision that only includes a brand or category with few approved products, or a custom label that no longer matches anything in the feed. If you use a supplemental feed for labels, confirm it still updates. A broken sheet silently empties label-based listing groups.

Step 4: Check the bid target

This is the most common cause after feed problems. If your target ROAS is set well above what the campaign has historically achieved, Smart Bidding only bids on the few auctions it expects to hit that target, and spend collapses.

How to confirm: compare the target with the campaign's actual ROAS over the last 30 days. A target of 600 percent on a campaign that achieves 300 percent will throttle spend.

How to fix: lower the target in steps of 10 to 20 percent and give each change a week. For a new campaign with little history, launching on Maximize conversion value without a target, then adding one once data builds, often works better than guessing a target on day one.

Step 5: Check conversion tracking

Smart Bidding runs on conversion data. If conversions stop recording, the algorithm sees a campaign that never converts and pulls back.

In Google Ads, go to Goals > Conversions and check the primary purchase action. Warning signs: a status of "Inactive" or "No recent conversions", conversions that dropped to zero on a specific date, or two purchase actions both set as primary, which double counts. Shopify stores changed a lot of tracking in 2026, so if conversions fell off a cliff around a store change, check that first. Our guides on GA4 and Shopify discrepancies and rebuilding tracking after Additional Scripts were removed cover the 2026 changes.

If tracking was broken for a period, fix it, then use a data exclusion in Google Ads for the broken dates so Smart Bidding ignores that period instead of learning from it.

Step 6: Check the budget against your target

A budget too small for your cost per conversion leaves Smart Bidding unable to learn. A common rule of thumb is a daily budget of at least three times your target CPA, so the campaign can realistically convert a few times a week. If your target CPA is $40 and your daily budget is $20, the campaign may spend in bursts or barely at all.

Also note the reverse: raising the budget of a campaign that is not spending its current budget does nothing. Fix the cause first.

Step 7: Check competition inside your own account

Since October 2024, PMax no longer automatically beats Standard Shopping for the same products. Ad Rank decides. If you have a Standard Shopping campaign containing the same products, it may be winning those auctions. The same applies to Search campaigns with exact-match keywords matching the query. Check overlap before assuming PMax is broken. We explain the hybrid setup in Performance Max vs Standard Shopping.

If you recently added brand exclusions and most of your demand was branded, lower PMax spend is the expected result, not a fault. See the brand exclusions guide for how to read that change.

Quick diagnosis table

Symptom Most likely cause Fix
Zero impressions from day one No approved products, or listing groups exclude everything Merchant Center diagnostics, then listing group tree
Status "Eligible (Limited)" The stated reason (budget, bid strategy, policy) Hover the status and fix that specific issue
Spend dropped after raising tROAS Target too aggressive Lower target in 10 to 20% steps
Spend dropped on a specific date with no changes Tracking broke or a feed issue started Check conversion status and Merchant Center for that date
Spends in bursts, then stops Budget too small for target CPA Budget at least 3x target CPA, or loosen target
Spend fell after adding a Shopping campaign Standard Shopping winning Ad Rank on the same products Separate product sets with custom labels
Spends, but mostly on YouTube or Display Asset mix pulling delivery away from Shopping Check channel report, consider feed-only asset group

What should I avoid while troubleshooting?

Duplicating the campaign repeatedly. A fresh copy with the same feed problem will fail the same way and restart learning. Changing the target every day. Each change needs time to show an effect. Adding more asset groups to force spend. If the feed or target is the problem, more assets will not help. Stacking fixes. Make one change, wait, read the result. Otherwise you will not know what worked.

If your problem is the opposite, a campaign spending freely with poor results, our Performance Max reporting guide shows how to find where the money goes.

Still stuck?

If you have worked through all seven steps and the campaign still will not spend, the cause is usually a combination: a partly disapproved feed, a slightly too high target and a small budget together. That combination is hard to see from inside the account but quick to spot from outside. 7SEA Marketing audits and manages Google Ads for Shopify brands, and a delivery audit is where we start. Frequently asked questions

Why is my Performance Max campaign not spending its budget?

The most common causes are too few approved products in Merchant Center, listing groups that exclude products, a target ROAS or CPA set above what the campaign can achieve, broken conversion tracking, a budget too small for the target, or another campaign winning the same auctions. Check them in that order.

Why is Performance Max getting no impressions?

Zero impressions usually means the campaign has nothing eligible to show: no approved products for the targeted country, listing groups that exclude everything, ads still in review, or an account-level issue like a billing or policy problem. Start with Merchant Center diagnostics.

How long does it take for Performance Max to start spending?

Review usually completes within a business day, and delivery typically starts within a few days. Smart Bidding then spends a learning period where spend can be uneven. If a campaign has been live more than a week with near-zero impressions, something is blocking it.

Does a high target ROAS stop Performance Max from spending?

Yes. When the target is well above the campaign's historical ROAS, Smart Bidding only enters auctions it expects to meet the target, and spend drops sharply. Lower the target in 10 to 20 percent steps and allow a week between changes.

What is the minimum budget for Performance Max?

There is no fixed minimum, but a common rule of thumb is a daily budget of at least three times your target CPA. Smaller budgets make it hard for Smart Bidding to gather enough conversions to learn.
