A small Shopify store should set its Performance Max budget from its margins, not from a round number. Start with your break-even cost per acquisition, which is your average order value multiplied by your gross margin. Set a target CPA below that. Then budget enough to buy roughly 30 conversions a month at that target, because below that volume Smart Bidding has too little data to work well. If that monthly number is more than you can afford, PMax is probably not your first campaign yet, and Standard Shopping on your best sellers is the better starting point.
This guide walks through the math with worked examples, then covers how to spend a small budget well and when to scale.
Step 1: Find your break-even CPA
Your break-even CPA is the most you can pay for an order without losing money on it:
Break-even CPA = average order value × gross margin
Use gross margin after product cost, shipping you pay and payment fees. If your average order is $80 and your margin after those costs is 50 percent, your break-even CPA is $40. Every order that costs more than $40 in ad spend loses money on the first purchase.
If customers reliably buy again, you can justify paying more than break-even for a first order, based on lifetime value. Be honest about repeat rates before relying on that. Many small stores overestimate it.
Step 2: Set a target CPA below break-even
Aim for a target CPA around 60 to 80 percent of break-even at first. In the example above, that is a target of $24 to $32. This leaves room for the variance every new campaign has.
If you run a ROAS target instead, the equivalent break-even ROAS is 1 divided by your margin. At a 50 percent margin, break-even ROAS is 2.0, or 200 percent. Target something above that.
Step 3: Budget for enough conversions

Smart Bidding needs conversion volume to learn. A working threshold many practitioners use is about 30 conversions a month per campaign. So:
Minimum monthly budget ≈ target CPA × 30
| Store | AOV | Margin | Break-even CPA | Target CPA | Monthly budget (30 conv.) | Daily |
|---|---|---|---|---|---|---|
| A | $40 | 45% | $18 | $13 | ~$390 | ~$13 |
| B | $80 | 50% | $40 | $28 | ~$840 | ~$28 |
| C | $150 | 55% | $82.50 | $58 | ~$1,740 | ~$58 |
| D | $300 | 60% | $180 | $125 | ~$3,750 | ~$125 |
Store A is the warning case. A $13 target CPA is very hard to hit in most competitive categories. Low-AOV stores usually need to raise order value first, through bundles, multipacks, free shipping thresholds or upsells, before paid search becomes profitable at all.
Another common guideline from PPC and feed specialists is a daily budget of at least a few times your target CPA, with a practical floor around $50 a day for PMax. Treat these as sanity checks. If your budget is far below them, expect slow, uneven learning.
What if I cannot afford that budget?
Then do not force Performance Max. Three better starting points:
Standard Shopping on your best sellers. Manual CPC or Maximize clicks works at low volume and gives you traffic and conversion data without needing an algorithm to learn first. Our PMax vs Standard Shopping guide covers when each fits.
A feed-only PMax campaign on a few hero products. Narrowing the product set concentrates a small budget on items most likely to convert.
Branded search protection. If people already search your brand, a cheap branded Search campaign often returns the most for the least.
How do I spend a small PMax budget well?
Exclude your brand. On a small budget, every dollar PMax spends on people already searching your name is a dollar not spent finding new customers. See the brand exclusions guide.
Limit the products. Start with the 10 to 30 products with the best margins and proven demand, using listing groups. A small budget spread across 800 products tests nothing properly.
Start feed-only. Without images and videos in the asset group, PMax concentrates on Shopping placements, which convert best for ecommerce. Add creative once the core is profitable.
Focus locations. Target only the countries and regions you ship to profitably, and consider starting with your strongest market.
Launch without an aggressive target. A new campaign with a tight tROAS on day one often barely spends. Launch on Maximize conversion value, then add a target once you have a few weeks of data. If it stalls, the troubleshooting checklist covers every cause.
How long should I wait before judging results?
Give a new campaign at least two to four weeks before making structural changes, and judge profitability over a full month or more. Early days swing, especially on small budgets where a single order moves ROAS dramatically. Compare against your break-even numbers, not against a feeling.
When and how should I scale?
Scale when the campaign has hit your target for at least two to three consecutive weeks. Then:
Raise budgets gradually, around 15 to 20 percent at a time, with a week or two between increases. Large jumps can push the algorithm into more expensive auctions and set off a new round of volatility.
Expand products next. Add the next tier of products once the first group is stable, ideally using custom labels so you can see each tier's performance.
Plan promotions separately. For fixed-period sales, Google Ads now supports total campaign budgets over set periods, which makes short promotions easier to control than daily budgets.
What does a sensible first 90 days look like?
| Period | Focus |
|---|---|
| Days 1 to 30 | Feed-only PMax on hero products, brand excluded, Maximize conversion value, no changes for two weeks |
| Days 31 to 60 | Add a ROAS or CPA target based on real data, fix feed issues, review search terms and channel mix |
| Days 61 to 90 | If on target, raise budget gradually and add the next product tier |

Frequently asked questions
What is the minimum budget for Performance Max?
Google sets no fixed minimum, but Smart Bidding works best with about 30 conversions a month. Multiply your target CPA by 30 for a realistic monthly minimum. Many PPC specialists also suggest a practical floor around $50 a day.
How do I calculate my break-even CPA for Google Ads?
Multiply your average order value by your gross margin after product cost, shipping and payment fees. An $80 average order at a 50 percent margin gives a break-even CPA of $40. Set your target CPA below that.
Is Performance Max worth it for a small Shopify store?
It can be, if you can fund roughly 30 conversions a month at a profitable CPA. If not, Standard Shopping on best sellers or a small feed-only PMax campaign on a few hero products is usually a better start.
How fast should I increase my Performance Max budget?
Raise it gradually, around 15 to 20 percent at a time with a week or two between increases, and only after the campaign has hit its target for two to three consecutive weeks.
What ROAS do I need to break even on Google Ads?
Break-even ROAS is 1 divided by your gross margin. At a 50 percent margin you need 2.0, or 200 percent, to break even on the first order. At a 40 percent margin you need 2.5.
